Safety Training in New York: OSHA Courses & Providers (2026)

New York has some of the strictest construction safety training requirements in the country. If you work in NYC, Local Law 196 requires OSHA cards plus Site Safety Training (SST) cards. Outside the city, federal OSHA applies, but most contractors still expect OSHA credentials.

NYC Local Law 196: What Training You Need

If you work on covered construction sites in New York City, you need more than just an OSHA card.

Workers need:

  • OSHA 10 Construction card (minimum)
  • 40 total hours of safety training (including the OSHA 10)
  • A Site Safety Training (SST) card from an NYC DOB-approved provider

Supervisors need:

  • OSHA 30 Construction card
  • 62 total hours of safety training (including the OSHA 30)
  • An SST Supervisor card from an NYC DOB-approved provider

Where to get SST training: Only NYC DOB-approved providers can issue SST cards. Check the NYC Department of Buildings website for the current list of approved providers. SST training includes the OSHA hours plus additional topics like NYC-specific hazards, fall protection, and scaffold safety.

Training Outside NYC

Outside the five boroughs, New York state doesn’t mandate OSHA cards by law. Standard federal OSHA training requirements apply. However, most large general contractors require OSHA 10 for workers and OSHA 30 for supervisors regardless of state requirements.

Important for NYC workers: The OSHA 10 or OSHA 30 card earned online counts toward your SST hours. But you’ll still need additional training from a DOB-approved SST provider to get your SST card. The OSHA card alone doesn’t satisfy Local Law 196.

How to Choose

Working in NYC construction? You need both an OSHA card AND SST card. Get your OSHA 10 or 30 online (cheaper), then complete the remaining SST hours through a DOB-approved provider.

Working outside NYC? Online OSHA training is the simplest option. Get your OSHA 10 if you’re a worker or OSHA 30 if you’re a supervisor.
