Pennsylvania follows Federal OSHA. Philadelphia has its own OSHA training requirements for construction supervisors, making it one of the few cities with a local mandate.
Philadelphia’s OSHA 30 Requirement
If you work on covered construction projects in Philadelphia, supervisors must hold an OSHA 30 Construction card and workers must hold an OSHA 10 Construction card. This requirement applies to projects needing a building permit.
Outside Philadelphia, Pennsylvania doesn’t mandate OSHA cards. But most large general contractors require them statewide.
Common Certifications
- OSHA 10 Construction. Required in Philadelphia, expected statewide ($25-$89 online)
- OSHA 30 Construction. Required for Philadelphia supervisors ($89-$189 online)
- HAZWOPER 40-Hour. For Marcellus Shale gas workers and environmental remediation
- Forklift Certification. High demand in Lehigh Valley warehouse operations
- Confined Space. Common in manufacturing and utility work

Online OSHA 10 and OSHA 30 cards satisfy Philadelphia’s requirements. The DOL card is the same regardless of how you trained.
